Lt. General Shepherd was the commander of the US forces in Shock & Awe (Day 3 - 2011), and he witnessed the death of his entire corps (30000 men) from the nuclear explosion done by the OpFor. This military disaster caused a decline in the image of America as a "world superpower" and apparently there was little feedback from the disaster (he states "the world just ...... watching"). And as US-Russian relations went down when the loyalist Pro-Western government fell to the Ultra nationalists, the sacrifice of his forces went in vain.
Somewhere before the events of MW2, Vladimir R. Makarov was ousted from the Russian politburo because of his savage methods, and he went rogue against his own country's government and population with loyal supporters and mercenaries. (1) Shepherd knew that Makarov had a strong hatred against his fellow brothers, and he contacted him for a special plan.
(1) Shepherd proposed Makarov to stage an attack on the Zakhaev International Airport, which Shepherd supplied him with American weapons (M4A1 w/ M203 or without, M240), in exchange Shepherd would give him money, as he is a hired gun (the video before No Russian states that he kills just for money). The attack was made to confuse the Russian government into believing that the attack by Makarov and his supporters was funded by the CIA. This would ultimately lead to the escalation of Russian-US tensions, and begin a war, which would Shepherd use as a method of bringing back America as a world superpower. The war was a conspiracy of Shepherd, with the help of Makarov.
The stage is set, PFC Allen, which Shepherd sent as an agent to "infiltrate" the organization, was used as a scapegoat to make the Russians believe more that the US was behind the attack. Obviously, Shepherd told Makarov to kill his agent. Then the dupe and enraged Russians attack America, in retaliation.
When the war was on the US's side and Shepherd had the DSM which would prove the America was not responsible, he eliminated TF141 and replaced it with the Shadow Company (private military). (2) And since now the war was turning to his advantage, he no longer needed Makarov, and chose to terminate him along with his supporters, to cover the fact that he used them to create a war that would make America great as before.
(3) The betrayed Makarov then helped Price, who was also betrayed by Shepherd. This help was done probably done because Makarov wanted to make Shepherd pay for his betrayal. The enemy (Makarov) of my enemy (Shepherd) is my friend (Makarov).
And don't ask me where I understood all of this, I just know it by small, but important details from the rather bland and confusing story.
